2007 Civic EX Misbehaving washer motor

2007 Civic EX Misbehaving washer motor
Hey guys,
I'm stumped and need some help from you experts out there. I needed to remove my windshield washer tank from my 2007 Civic. When I put it back in it didn't want to work at all. The wipers work fine so I assume the fuses are OK. I checked the voltage at the pump connector and there was NO voltage. I then checked continuity to ground and BOTH pins were showing continuity. That threw me. I don't know exactly how the MICU works maybe that is normal. I need some help in troubleshooting. Thanks
