How do you pop off the center lower dash panel?

How do you pop off the center lower dash panel?
On my 2001 sedan, i'm trying to pop off the lower dash cover under the radio. Does anyone know how this thing comes out? I got the upper two clips to pop out, but I dont know whats holding it from the bottom?
Need to get this out to get the other dash panel out to remove the AC filters. Why did honda have to make this so hard...

After I got the top clips popped out, I got afraid to just push straight down on it. It seems like it was just bending, rather than popping out.
