Default Shift Shaft Seal Replacement Question

Do you have to drain the transmission (5 speed, ‘91 DX) to replace the shift shaft seal? I am seeing both answers, one video says drain it, some posts elsewhere say you don’t have to. Can anyone confirm?

So I took out the old shift shaft seal just to find out the new one I bought is too big (Thanks, Timken). I called the four nearest Honda dealerships and none of them carry it. Where do I get a shift shaft seal for a D-series in 2022?? Any help would be appreciated.
