Default How to proceed to maximize speed gain

I just bought a 1989 Honda Civic Hatchback CX with a D15B1. Im wondering how to proceed in order to maximize the speed gain for the cheapest amount of money. Im talking dollar per horsepower. Its gutted so I believe the previous owner was trying to set it up for track but not sure. I have read that swapping the DPFI header for an MPFI would increase power especially at low rev, but how expensive would that be and would it be noticeable. Should I just swap the engine entirely or mod it with cold air intake, turbo, etc. Thanks!

I don't think Honda made a 1989 Civic CX. You should double check what you have.
