Long story short, this car has fought me every step to this point. Legit completely done ready to be inspected. Let it idle 15mins to check for leaks. After shutting it off it would start but very rough. Code 4.
After following the steps listed in the 92-95 civic service manual pages 11-62 and 11-63. Everything checks out except I'm getting continuity to ground on all 3 pins F,G,H.
After unplugging the ecu continuity to ground on F,G,H.
The ecu is very clean inside, nothing is burnt and corrosion is at a minimal.
I have found the following issues
0bd0-obd1
A15 > B1
B15 > A21 and Y back to obd0 B17
B17 > A21 and Y back to obd0 B15
C1 > B15 and Y back to obd0 C16
C8 > D12
C9 > B8
C13 > D20
C15 > D19
C16 > B15 and Y back to obd0 C1
After depinning C16 the car now starts and runs alot smoother like it used to. I am still however getting continuity to ground at the Ecu between pins Obd1 B12, B14, B16. After looking at the ecu it seems these are all common grounds but the service manual suggests replacing the ecu. I just want to address these potential issues before I get another ecu.
pretty sure you have a crappy ebay jumper. if so, look at the middle connector with the solid white wire and white wire with a black stripe. one of those 2 wires will have a splice, remove that splice that branches to the 3rd obd0 ecu connector.
I'm not sure where it came from. I do have 2 of them tho and they are identical. This wire you had spoken about is the one I have already depinned. It atleast runs and drives now. I still have to figure out the o2 sensor and vss but these shouldn't be large issues.
