Default Rocker arm torque sequence

So I bought a car from someone that I’ve been rebuilding. Its a 1998 Honda Civic ex with a D16Y8 V tech engine. I’m currently working on the rocker arm assembly and I was trying to find the proper torque sequence. I was referring to a guide that advised to tighten the 8mm camshaft holder bolts to 14 ft. lbs., and the 6mm camshaft holder bolts to 9 ft. lbs. The issue I have ran into with this are that my bolts are 12 mm and 10 mm and these are the ones that came on the car and when I tightened it before I snapped a bolt so I’m not sure if the info I have is incorrect or if there is another issue.

6mm refers to the actual bolt size (M6 x 1.0). They have a 10mm hex
head, which is why most people call them 10 mils. The M8 bolts have a 12mm hex
head.

And the threads need to be clean and dry. If they have oil on them they will strip or break before they get to torque.
