Fuel Pump Takes 5 Minutes To Prime First Time
So got everything dialed in on the Integra (99 LS) except for my fuel pump priming issue. I have a cheapo Kemso fuel pump in there, had it for about 3k miles and it's been great so far up until my turbo install when the car sat for a few months waiting to finish the tune. Now when I go to start the car and prime the fuel pump (key to on) it takes about 5 minutes to prime with the key sitting in the on position. At first I thought it would never prime then I was fiddling with my laptop in the car and had forgot the key was in the on position and it all of a sudden primed! After that it ran consistently even after shutting the car off and trying again - primed instantly. I looked it up and all I could find is where the main relay or pump gets hot and needs time to cool down but this is happening from a dead cold after the car has been sitting overnight. I have noticed a bit of idle surging, few hundred RPMs nothing TOO crazy but wasn't like that before the install. I was blaming it on the injectors being from a Chevy (huntertuned) and not meant for a Honda but could this be a failing fuel pump? The ECU was reconditioned with the capacitors all replaced when I bought it a few months ago, it looks great nothing is bulging, no bad soldering points, etc.
I have noticed that every time I clicked the key to on to prime it, the main relay DOES click even if the pump doesn't prime. This should indicate that the ECU is sending proper signal where it should, kind of ruling out an ECU issue right? Failing relay? Failing pump?
Any suggestions?

Found out it was indeed a damaged few capacitors, they didn't LOOK like they were leaking but when I pulled em off they definitely were, just extremely tight up against the board.
