Default Vibration when braking at highway speeds

The front end of my wife's (bone stock) 2004 Accord LX (~60k miles; it was her parent's car) vibrates when I brake reasonbly hard at highway speeds. I thought it may be a bad rotor, but I'm wondering if it could be a suspension or bushing issue. Your opinions are appreciated.

It usually is due to the front rotors.

As noted, that was my first suspect. Thanks!
