A three stage system requires TWO solenoids... a single solenoid cannot open pathways to two different circuits separately. Now I have never actually seen a three stage VTEC cylinder head in person to understand how exactly the rocker arms on the intake side actually work... and your photos do not show what the rocker arms look like up close.

Fairly certain that is not a 3-stage head. Every 3-stage head I've seen has a double VTEC solenoid.
That is my understanding as well... but with such limited on hand experience, I hate to say it with conviction.

Yes, it is possible. They will both bolt on to the cylinder head the same, but they will function differently. For both circuits to work independently, there must be a divide between the two lower ports on the cylinder head and the single solenoid VTEC assembly would actuate them both when activated... so they are "Bolt On" interchangeable, but NOT functionally interchangeable.
I think Chrisfrom1986 is on to something here... maybe it is a VTEC-E head bolted to a JDM D15B block. I have seen many cheap azz single-slam drivers cobble together worse.

What's really strange is it looks to have the gasket marking of a dual solenoid. Could be a 3 stage head with the wrong solenoid.
I think you are on to something there Chrisfrom1986... after looking at some SOHC VTEC solenoids I found in a bin, my old man memory was thinking that the Y8 stuff was much like the Z6 stuff in how it bolts up... however, this is NOT true. The single solenoid Y8 VTEC assembly will bolt up to the 3-Stage VTEC head, but opening the solenoid will engage both pathways in the rocker assemblies, unlike the twin solenoid assembly which divides those two lower holes and will engage the rocker assemblies separately and sequentially like the 3-Stage system is supposed to operate.
So based on what you have added here to this thread, it certainly appears that the OP has a JDM D15B 3-Stage VTEC engine with the wrong VTEC assembly on it.
