So the problem is I have no blinkers or hazards unless I turn on the hazards then the blinker will turn on but stay solid and I have to manually blink the blinker also if you leave the hazards button on and turn the key off in the ignition the car stays running until I turn the hazards off I have been through all the wiring with a test light and changed the blinker relay twice and replaced every fuse in the car it’s been in 3 shops and no body can figure it out

 

Have you changed the clock? 98-00 have a white piece on them and will not work with 01-02. Mine stayed on with the wrong clock installed

 

Likely a short in the driver's side fuse/relay box or wire harness.

Do not turn the ignition switch on, what happens if you just press the hazard button?
