Default Fuse 31 PGM-FI,ECM/PCM & Integrated control unit .

Hey guys I’m new here.

(CIVIC EK96)
I went to test the fuse box the other day when my car couldn’t start , checked it with *test light* and tested it on
{*FUSE 31* PGM-FI Main Relay, Powertrain/Engine Control Module (PCM/ECM), Integrated Control Unit}
There is no voltage on this fuse, I’ve changed fuse and yet still no power .
I thought the fuse was blown but I removed the fuse and tested the port, the test light won’t light up too and I tried using the fuse on *FUSE 31* to other port it works fine ..
Is something wrong here or it should be the way it is on FUSE 31?

There is only power to that fuse when the ignition switch is in the START (III) position.
