Only 1 terminal on fan relay has power. Fan does not come on when jumped

Default Only 1 terminal on fan relay has power. Fan does not come on when jumped

The car Is a eg with b18c1 swap.
I have tucked wire harness by cjs wiring.
My problem is that my fan does not come on; even when I jump it with a paper clip.
It does have 12v power supply to the coolant temperature sensor plug when the key is in on position.
relay is good I swaped it with the heater relay and the heater worked.
When I try to jump 2 terminals on the relay to see if would turn the fan on, it didn't
I measured the voltage at the relay terminals; only one terminal has 12v when the key is in on position. I know I'm suppose to have 2 terminals receiving 12v.
I'm not sure which terminal is which because the relay is not numbered.

I checked the fuses specifically 15 Amp fuses in the under-hood fuses box it does have 12v power and its good.
Also checked the under-dash fuse 7.5amp for cooling fan it's also good and has 12v supply.
I really don't wana run a separate switch to turn the fan on and off manually. Any ideas would be greatly appreciated
