Default 2001 NO DRIVING LIGHTS

Driving lights are not working, don't have high or low beams and no tail lights(yes brake lights work)
I have checked every fuse in the cabin and under the hood. Checked every relay I could locate, out power to it and heard a click.
I have looked over the wiring diagram and I am absolutely trash at electrical. I have googled for the past week trying to find a lighting relay with no luck.
is there a lighting relay or module that could be responsible?
The fuses under the dash for low/high beam do NOT have power going to them. Can some one tell me what is upstream of the fusebox?
at this point I'm assuming maybe it's the switch on the column.

Took the light selector switch off and it checks out. I'm not sure but looks like diagram shows white wire from under hood fuse to back of the fusebox? Is that how that works?
the power coming in to the fuse box or switch isn't making it there. haven't figured out why
