Default Worn plugs, occasional hard starts...

I've been trying to work through a cold start issue with my daughters 2000 civic. I've decided to change the plugs since this seemed to help the cold start issue a while back.
These plugs were replaced only 2 year & roughly 20-25k ago. They seem overly worn to me for that time period.

What do you think would cause plugs to wear like this?
For reference, I have cold star issues. I'm pretty sure both my O2 sensors are good based on TorqueLite specs.
My cat may have worn out in the last 2 years (cheap cat) possibly as a result of too much fuel or not enough spark.

Other than being bosch plugs they look normal. Maybe a little on the rich side. They are not worn, that is what platinum plugs look like.

Typically NGK is the correct plug for a Honda.
