2001 honda accord 4cy VTEC 4000 rpm cuts out

My timing belt was redone by my neighbor and it won't go past 4000 rpm. He swears he has it timed right and the valves adjusted correctly but if the timing is off will it effect the solenoid?

I would get the timing rechecked but also try resetting the ECU and tcm, may have gone into limp mode
