Default Looking for help on engine mounts

2000 Accord LX 2.3L Vtec. 5 speed Manual trans.

I've been trying to locate the torque spec for the drivers side engine mount, specifically the torque for the top nut that holds the bracket to the rubber mount.

Also, on that same engine mount, can someone explain the purpose and proper positioning of the retainer piece? Of all of the videos I've watched, I haven't been able to find anyone explaining the purpose of its existence.

Apologies, it's a 2000 Accord LX 2.3L Vtec. 5 speed Manual trans.

EDIT: Ok, I found some of the info I was looking for, if it's incorrect feel free to correct plz (it came from a mechanic, not a manual)... the bolt and 2 nuts connecting the drivers side bracket to the engine and to the rubber mount are all 40 foot lbs. The rubber mount to the chassis is 28 ft lbs.

I still haven't found a purpose or proper positioning for the "retainer" piece. It seems redundant. The only thing I can guess is that it holds the rubber mount in place while torquing the nut down, but the instructions I found say to tighten it after the bracket is already torqued down.
