Default P1456 honda accord 2002 v6

Hello, I am looking to get some answers today if anyone has ever worked on the emissions system on these Honda's your help is greatly appreciated. I have a 2002 v6 Honda accord with a P1456 code. I started out by replacing the gas cap (didn't work) and then squirting soapy water in the charcoal canister area to look for leaks, I found nothing. But I did hear a noise down there that sounded like an exhaust leak at first. The noise was coming from the charcoal canister filter, I believe the flap in the top is flapping more then it should be and is causing a noise in the hose coming out of it going up into the frame. I replaced the charcoal canister, the valve attached to it, and the canister filter that I have a picture of linked.

After replacing all of this the light came back on in about a week. I took an even deeper look down there checking things out myself because it seems impossible to get information on this online anywhere, and I'm just a You tube mechanic so please excuse my lack of knowledge on what these parts are called. I took the charcoal canister back out and looked in the only area I haven't checked, the plastic black box with hoses going into it right next to the charcoal canister. I found these two parts in the picture linked.

When I disconnected one, what seemed like old gross gasoline started coming out and as I started shaking it around to see what was going on, more and more gasoline poured out and it seemed to be completely filled. No hoses attached to it seemed to have gasoline coming out or inside. The gasoline only came out of one hole in the part, the area I circled in the picture below. Is it normal for gasoline to be in this part? From my knowledge this EVAP system is only supposed to be for the vapors from the gasoline, not gasoline itself in liquid form. Could this part just have gone bad and I have found my issue? Please let me know I have inspection in a month and have been trying to get this light off for several months now, Thank you!!!
