SRS Light On
I have an 04 Odyessy and a few days ago SRS light would come on and go off. This would happen occasionally. Now the SRS light is on every time I start and drive the car. Although the car is old I am not sure why this light came on in the first place. I am sure something is faulty or needs replacement. Obviously I know that driving around with this light on is not good and I hope it doesn't trigger the airbags.
I understand there is a paperclip method to reset the SRS light. I am not sure of the steps if it does resolve the issue.

Pull the codes. Very likely the driver's seat belt latch has a faulty or dirty switch. Super common.
You can test. Key on with seatbelt unbuckled you should see the seat belt light. Now buckle and unbuckle the seat belt a few times and watch that the seat belt light cycles on and off with your buckling and unbuckling.

How do I get the codes if I don't have a device to use? Im confused. What does the seat belt have to do with the SRS light being on?
After I start the car the SRS light will blink but remain on. The seat belt light will stay on until I buckle then go off. After I unbuckle the seat belt light will come on. I can do this over...over....again but the SRS light stays on.

SRS is part of the seatbelts they all work as a system. The seat belt switch failure is a common reason to set the SRS light as the system can no longer see if the seatbelt is fastened or not.
Sounds like your seat belt is working correctly.
Blink codes can still be retrieved with a jumper on the OBD port between pins 4 and 7.

Well I can't retrieve the codes unless I use a scanner which I don't have. I understand without the codes it is hard to say what is going on with the SRS light being on. Is it a sensor that tripped it or something needs to be replaced? Most likely I will take it to my repair guy who has a scanner.
