Default 97 civic ex w/d15B vtech swap into 97 civic lx non vtech

Hey Guys new to the forum here! Hoping someone can help me out as I’m a little stuck on what to do here. I had a 97 civic ex manual transmission with a d15b vtech motor in it. Car was crashed so I bought a 97 civic lx with a non vtech motor d16y7 and swapped in my d15b motor into the LX shell using ecu from EX not paying attention that the d16y7 harness does not have a plug to connect to vtech solenoid on my d15b. Currently has d16y7 air filter and throttle body. No check engine lights present . What’s the best way to go about this? I live in California and been having trouble passing smog ever since this swap and was told this could be the culprit?

You add the wires for vtec. You can't pass smog with a d15b in a 97 because they only came with d16's.

How would I go about doing so? Where in the harness would I splice into?
