[EK] Hood hinges rust under gummy material

[EK] Hood hinges rust under gummy material

What is this gummy material around hood hinges, its white in its core, and all rusted underneath it.
Is it essential ? can i remove it and put primer/coat/clear instead ?

That is known as body sealer (seam sealer). If you remove it, clean it all up, you need to re-seam seal it.

Can i primer/coat/clear the area before applying the seam sealer or it wont stick ?

It's usually painted after seal not before. I suspect the paint and clear may affect the sealer performance.
