Default Calling All Honda Prelude Gurus!!!

So I literally just bought a 99 Honda Prelude Type SH from some kid out in nowhere Iowa, and, I'm sorry to say, but he "riced" the hell out of this thing! It's got an aftermarket intake manifold, aftermarket exhaust and exhaust manifold, he replaced the stock steering wheel with an NRG Innovations wheel, I'm pretty sure, for whatever reason, he disabled the ATTS system, because I'm not seeing the ATTS light when I turn the key to the acc position, he had one of those cheap ebay "performance chips", which I disconnected as soon as I found it.....but here's my problem, or problems. During the drive back, while maintaining at a steady 75mph speed, the tachometer started jumping up at random (not the engine, just the tach) then, when it started to get worse, the engine started sputtering and the cat bucked a few times, like it was about to stall, and the ACTUAL rpms AND tach would drop down to like 300-500 rpms. The car also has a rather high idle, around 2000 rpms. Finally the check engine light is on, but my scanner will not connect to the ECU via the OBD2 port. The scanner is getting power from the port, but it can't connect and/or communicate. I think one of the sensors may be shorting or be shot, but I really could use some seriously professional help with this one, I'm at a loss as to where to start. Thanks In advance all.
