Where to buy 13 inch aluminum rims
It seems its hard to find 13 inch aluminum wheels. They mostly start at 14 inches.
I have a 1997 Honda Civic hatchback and it comes standard with 13 inch steel wheels.
If I put on 14 inch wheels then the speedometer and tachometer will show wrong numbers ? Is it possible to calibrate this ? If not, then does it affect anything else, I just have to check if it is legal to do this in my country where I live (Slovenia) ?
Some 6gen Civics came with 14 inch wheels. Do they have a different tachometer and speedometer setting from the factory ?

As long as you keep the overall diameter/circumference about the same, it matters not what the size of the hole in the middle of the tire is. No calibration is necessary. The tach and speedometer are not different depending on what size wheels you have.
13 inch is obsolete these days.
Wheel size doesn't matter so much as tire diameter that is dictated by width, aspect ratio, and wheel diameter.
Easy enough to plug in the stock tire size and get a tire diameter. Then go look for a wheel and tire combo to match.

CX/DX came with 175/70/R13 tires which are 22.6" diameter. I agree - use a tire calculator like this one and plug in the numbers, then find a tire size in 14" (or 15") that is within a % or so of the tire diameter.
If you change your wheels (rims) from 13" to 14" then match the original wheels. The 13 inch steel wheels that came on your Honda had the following dimensions:
5x13J ET45
Rim width (in): 5
Rim diameter (in): 13
Mounting flange type: J
Offset, ET (mm): 45
Center Bore (mm): 56.1
PCD, bolt pattern (# x mm): 4 x 100

Regarding tires, the 185/60R/14 is an almost perfect match. At a speedometer reading of 90 km/hr your actual speed will be 90.5 km/hr. Stock wheels on Civics of that era running 185/60R14 tires were 5x14j ET45 or 5.5x14J ET45. 185 tires generally fit 5-6.5" wheels, so the 5.5" are closer to the middle of the range.
Other good tire matches are 175/60R14, 175/65R14, and 185/55R14. At a speedometer reading of 90 km/hr your actual speed will be 88.7 km/hr, 91.6 km/hr, and 87.6 km/hr, respectively.
