Default starting issue- 2000 civic dx hatch

Recently I purchased a 2000 civic dx hatch from an auction and it just wont start. I've replaced the starter as well as the ignition fuse (#41 in the fuse box) and I'm still having a no crank, no start, no click issue. I know the starter I took out of the car was bad so I had to replace that anyways. I've tried jumping the clutch safety switch with a paperclip thinking that could be the problem but still, no crank, no start, no click. The battery is good and I've got 12.6 volts and no voltage drop. I should also add that there were multiple wires that had obviously been cut at one time and never replaced. The car has a d18y8 head. Any idea what the problem could be? Could it possibly be a bad ground somewhere?

Knowing what wires are cut may help. When you turn the key to the on (II) position, do you hear the fuel pump prime for 2 seconds and does the check engine light come on for 2 seconds and then go off?

Yes the fuel pump does prime. My dad and I wired up one ground but it was only 10 gauge wire so I think it was too weak. I also think that's the only ground that's connected besides the one from the negative terminal. When I turn the key all the way I get almost like a skipping clicking noise. I believe all the cut wires are grounds but I don't know why they would have been cut.

There should be two major grounds not counting the negative battery cable. One is to the transmission to frame rail and the other is from the upper rad support to the engine timing belt side. Then there is G101 ground which is on the thermostat. Those are the 3 main ones in the engine bay. In the cabin is some more but I think they mainly control accessories and lights and such.

Being you have a bunch of cut wires, I'd suggest checking helminc.com and see if they have the Electrical Toubleshooting Manual (ETM) for your year and make car. It's reasonably priced and it will give you all the wires and connectors etc. so you can get it sorted.

I have the 92 or the 93 which covers pretty much all the 92-95. You will need the next gen one of which 96-98 would be one and I believe 99-00 is another being they changed up the cars a bit in 99.

I replaced the grounds and negative battery cable and now the car starts up perfectly. Thank you for the help!
