No power to Shift Interlock Solenoid

Default No power to Shift Interlock Solenoid

I have 2004 Accord. Brake lights work, TPS voltage good, brake light switch good, Accessory fuse good, solenoid tested and good, but no power on the wire to the connection to the solenoid. Can't figure out why. I double-checked all fuses as well. I also swapped around the relays in fuse box under hood to see if that would help, but didn't. Is there a fuse/relay/etc that would prevent the power to get to the feed wire for the shift interlock solenoid? Anything I am not checking that may be the issue? Any thoughts?

Is this a 4 or 6 cylinder?

Power to the shift lock solenoid comes directly from under-dash Fuse No. 21 (7.5A). That wire circuit gets power with the ignition in the ON or START position.
