Sputter when pushing gas peddle hard.

So i just bought a 94 honda accord lx coup and only once in awhile when i push down hard on the gas peddle it dose this spitter like its not able to get the right amount of gas? Would that be the fuel filter?

I'm having the same issue except for mine is sputtering right off the get-go and now it doesn't really want to move I've already replaced the fuel filter fuel pressure regulator throttle position sensor Etc.
