Default A/C 2008 Civic

IS IT NORMAL THAT MY A/C TO MY 2008 CIVIC DX ONLY BLOWS COLD AIR WHEN RUNNING AND NOT WHEN ITS STOPPED? MIND YOU IM IN CALIFORNIA AND THE WEATHER HERE IS ABOUT 100+. ANY INPUT OR IDEAS WOULD BE APPRECIATED.

Yes...

If the engine is not running nothing is turning the AC compressor.

Ahhh ok, so even if i were to take old freon and recharge it with freon it wouldn’t make a difference? THANK YOU

Replacing the freon won't change anything. Engine has to be running for the AC to produce cool air.
