Default 91 Prelude H swap running rich

I swapped a H22A in a 91' currently runs with chipped p06. I triple checked the mech timing and ignition timed it (revved it high to make sure it was on). The EGR and fast idle are blocked off and bypassed. All nonsense vac hoses are blocked off on the intake. Stock fuel pressure regulator. Walbro 255 fuel pump. It's throwing a VTEC code 21 since I installed p06 which was proven good by the tuner. A JDM P13 tries to start car but won't stay running.

Wireworx harness and wired in resistor box myself because they screwed up. I was able to drive it, it lacks power coughing. The black smoke dies off a bit after the engine heats up. It's going through a ton of gas just messing around with it and revving engine in the garage.

A "chipped" P06 means nothing... you have no clue what instruction is on the chip, nor do you KNOW if the H22A basemap is worth a shat for your application. You MUST get the car tuned professionally.

I don't see why this isn't working, it's a stock engine?

Stock engine or not, no two are the same.

In the interest of saving what's left of my sanity from constantly answering the same questions, I will be brief. You need a tune. There are hundreds of individual cells for both ignition timing and fuel, and low/high cam, that have to be tuned for each specific application. There are also tons of different corrections in the tune and actual physical variations between each engine that will effect how they run. Your basemap has done it's job, which was only to get the car started to check for leaks. Now go get a tune. If you continue to try and operate it with that basemap you risk doing physical damage to the engine.
