Default Exhaust Manifold Swap

I was wondering if anyone knew if it's possible to swap the catalytic converter, and if necessary, the exhaust manifold from a '99 Accord with the ULEV-VTEC to an h22a which is currently running headers and no CAT, in order to pass emissions. And if not, is it possible to install a new CAT while still running the headers or do I need to take those off and go with a stock ex. man.? I really want the car but if I can't pass emissions its a lost cause. Thanks for the help.

The F23A4 in the ULEV accord has a different exhaust port pattern (non-even-spaced) on the head so the manifolds are not interchangeable.

an exhaust shop can install a universal cat for you in a way that would allow the header to stay. no guarantee that this would pass emissions though.
