So as I am trying to figure out what is wrong with my 98 Honda Accord EX 2.3l, this guy turns up. This is my first Honda (pretty great) so I don't even know where to start. This is on the left side if looking at the engine just incase anyones wondering

It's that blurry Grey tube. Ignore the filth

 

It is the transmission breather/vent hose.

Hate to say, can make neither heads nor tails of the pic.

You might have to take a few pictures (clearer ones if possible) and maybe insert an arrow to point to the hose.

 

If it's a hose resting on the transmission (which is what I think you are referring to), as tech8 said, it's the trans breather hose and it is supposed to be like that.
