02 accord, 4 cylinder, auto. Wont start, wont click. New battery, new plugs, new ignition switch, new neutral saftey switch, and the starter has been tested good. Ive been doing a lot of diagnostics over the past week, and cant find anything. All fuses are good, except when i checked a few under the hood for power, they did not have the 12v reading as the others did. All wiring that i can visually inspect is good, and i spent about a full day going through each connector and making sure they were pushed in and seated 100% correct. I have a multimeter, test light, and an OBD-2 scanner, but i dont have an actual high end scanner tool. What could be the issue? Thanks.

 

Main relay could be the issue.

Fault could be either ignition switch, wire/connector fault, starter cut relay, or less likely but possible PCM or PCM relay.

The diagram might help.
