Default OBD 1 Issues

I’ve been trying to read codes constantly but still have no luck. While trying to jump the 2 pin connector it doesn’t flash anything and it’s almost like it doesn’t register it. I don’t know if it’s supposed to have 12v but I connected a multimeter and got around 4-4.5v. Any help is appreciated as I’ve been in limp mode for awhile now.

also curious as to what the 2 and 3 pin connectors are attached to. Is it apart of the main harness or it’s own thing? I’ve tried seeing about getting a new one but can’t find anything anywhere to buy it

When you short the two pin connector on the passenger side kick panel, does the engine light come one solid?

Yes it just stays solid.

That means there are no codes stored. You should check your 7.5amp back up fuse in the under hood fuse box. Make sure it's a good fuse. This fuse if burned out will constantly reset the ECU.
