Default 97 HB Starts without Pressing Down Clutch

I did some searching but never found a solid answer on this. My 97 Civic Hatch (Manual Transmission) can start without me pressing down the pedal. It has not been bypassed, it used to work normal. Is there a part that needs to be replaced in order for it to function as it should? Thanks in advance.

Get a flashlight and look towards the top of the clutch pedal arm, there's a switch mounted up there that controls this. Could have come out of adjustment or the plastic plunger has broken.
