Default I'm a self educated tinker always looking for good advice.

Working on a Honda Civic 2004 LX to 1.7 liter I need to figure out how the 02 sensor the bank 1 sensor 1 is wired into the pcm at least the ground side and him getting power to the positive but I hooked up my test light it's not glowing on the on the plug to the ground side. I hooked up my Obd2 And a geting of P0141 code And get reading of P0141 code I did the research and a says of the heater to the 02 sensor has lost its power but it could be between the ground and the PCM thats the only place I found a fault not sure how to test the actual to sensor help with that would be awesome too Does the PCM control when to send the signal to ground it to turn it off on or can I ground anywhere. A much thanks To anyone that could help me out.

The heater is most likely burned out. You test continuity from ground to the ground of the O2. If there is continuity, then the break is in the O2 sensor itself.
