I had teh same issue on my integra, one side was worse than the other. You'll want to take off the wheel and fender to get a good look at what you are working with. My bad side was so bad that i had to cut out rusted metal and put in new metal. The other side was taken care of with a flap disc and i sanded all of the rust off i could get to. After i made sure the metal was solid, i cleaned it up and coated it with POR 15 or chassis saver, i forget which.
Im dealing with the same situation and do you think it’s possible if I could see some pics of your final result to compare mines to? Also how did you get the rust off from inside since I seen there were holes on both sides. Thanks for the reply back didn’t think any1 would respond much appreciated
If your not gonna take the parts off, or can't, for cleaning then I've got a heck of a tip.
Ryobi makes a battery operated 18 volt rotory tool that is freaking great for getting wire brushes into very hard to reach places. Is basically just a very thin wand with a Dremel style Chuck on the end powered via cable from the main unit.
Any Dremel accessory works with em.
About 80$ depending on sales.
I would recommend that with a bunch of different shape/style wire brush heads. And wear a mask, rust dust is nasty.
You might need some kind of rust solvent for the deeper stuff, but works great for surface stuff.

Sure i'll grab some pics. That part of the car spot welded to the front chassis of the car. So unless you want to drill a bunch of spot welds and the re-weld the piece back on, your options are limited as to what you can do from the outside. For mine, i sprayed Eastwoods internal frame coating to the inside of that portion of the car (and others too). It comes with a long flexible hose with a tip that will spray in4 directions i believe. Pretty sure Eastwoods has a video showing how the product works. After that was cured, i used topped it with some 3m cavity wax for extra protection.
