Strut replacement, should I also replace inner tie-rod?

Buying a used civic. The PO said it needs new struts. Never done the job before, should I also buy new OUTER tie rods or are they not that necessary?

I would just change what is necessary. Its hard enough doing the struts. If you start adding unnecessary stuff you will waste time and money and may require more money for alignment after.
See if they're actually worn , how does it handle , does it keep bouncing after hitting a bump ? Once you pull the wheel you can check the outer tie rods . ball joints can be checked by prying down on the lower control arm with the wheels on the ground . Look for any play with the wheel off the ground , grab hold and check for any play .
