Missing info from helms

Whats the torque spec for this 14mm bolt and what is it for?

It helps to know what single jingle yer working on, the Z6 or the Y8. I don't see roller rockers so I don't believe it's one of the vtec-e motors.

And the reason it's not in the FSM is because there is no reason to ever loosen that bolt. Based on all the other bolts of that size, I'd say it follows the same 14 ft-lbs.
