Are there OBD-II programmer for Honda Accord of this vintage?
I'm curious, so I often see if someone modifies their car (specifically Hondas of say 1996-2001) that the answer is to use Crome (or something like it) and run an OBD-II to OBD-I conversion of some sort.

But, is there not an ODB-II programmer done? I presume that at this point someone would have a programmer, although I understand if they don't since it's not a popular platform for modifying.

I think where the chipped OBD1 ECU was so easily adapted to the OBD2 chassis there wasn't much R&D done on the flash capabilities of these ECU's.
I love using the kTuner, OBD flash tuner, on my 2012 Ridgeline, however, they are only available for 05+ Accords. It would be cool if there were such a flash tool for the 96-02 OBD2 Accords.
I had a lot of fun running a chipped OBD1 P06 and adapter harness on my 96 Accord. I chipped my own ECU and made my own adapter harness. Chipped ECU's and adapter harnesses are pretty cheap now days though.

OK, that's what I thought, it's not that surprising, but I thought I would ask. Normally, cars that I modify are very popular in the aftermarket, so reflashing and programmers are common. I don't have a specific need for one, but I had been toying with the idea of converting the Accord to alcohol if I was in a pinch. On my other cars, I was able to reprogram the injector and flow rates to run it, and then convert back when not needed. But I suppose I could just buy the conversion kit, which does that for you, and plug it into the harness.
In my state I wouldn't be able to convert it to OBD-I, it would fail testing as they only use OBD-II to test. If it can't be tested, it fails immediately. There's no fallback mode to emissions testing at the pipe. At least until 2024, when my Accord would turn 25 and be exempt.
