Default Non Injector Pulse, EF B18C1 Swap

Ok, I have been searching and searching and searching. And cannot find anything yet to help.
CAR. 1988 CRX DX, Swapped to OBD1 (adapter harness) B18C1. OBD2 distributor, but, wiring has been adapted to harness/ecu.
Symptoms:
I have no injector pulse. I had injectors working (but, had some distributor wiring issues I have since rectified.)
I had injector pulse briefly, and then they simply stopped, and have not returned.

CEL Status:
Off, but will occasionally throw a code 8 (TDC sensor after long cranking, there seems to be a slight "funny spot" on the flywheel) Then after a reset will go back to normal unless I crank for 10+seconds.

Currently,
-mechanical timing is set.
-I have spark
-I have compression
-The power feed line to the resistor box does not have voltage, I hard wired the input of the resistor box to batt for the purposes of testing. But, I do not know why I do not have power to there.
-Currently I have no ECU ground (verified by noid lights)
-Occasionally after briefly cranking all 4 injectors will fire at key off, but, will not fire otherwise.
-At C313 (drivers shock tower) 14 pin connector, number one has low voltage, 9ish. Continuity between pin 3 on the main relay to number 1 is good (less than 1 ohm.) I have swapped main relays. Same result.
-I have verified power at A25 and B1, A22 and A23, ground at A24 and B2
-I have verified continuity between all distributor wires to their respective ecu pin locations. as well as the resistance across those circuits.
-Main relay clicks on and the fuel pump primes, approximately 45psi at rail on prime.
-I have swapped distributors
-I have swapped ECUs (currently using a tuned P72, but tried a PR4 for just start up)
-I have verified all injectors have ground to ecu in correct locations
-I have verified injectors click when energized (also have seen all fire at shut off sometimes)
-Engine will start on starter fluid
-Fuses have been checked.
-T stat ground is there and good i think
-Has valvecover and trans grounds as well.

So, at this point, I am trying to verify what is going on. Like why did the regular voltage feed to the injectors die? And why, even with power fed to them, are the injectors refusing to fire?
Any thoughts or input would be greatly appreciated.

Thank you

Hopefully you can Get it figured out I'm having a similar problem only I'm doing an mpfi swap using obd2 injectors so no resistor box needed and obd1 p06 ecu. But when I plugged in my little 12v leds they only flashed once when turning the key off the same way

Did you get anything figured out yet? My thread has been dead silent except one guy that tried to argue with me about wiring which he was wrong lol.
