04 Accord V6 A/T will not shift into 4th until warm

I haven’t seen a thread about this issue yet. Just got the car. Once it warms up it shifts perfectly. But until then it won’t shift out of 3rd gear. My son drives it and also said that when it gets warm it also seems to help if he turns the car off and on again. Then it’s fine. We changed the 3qts trans fluid in the pan with Honda DW, changed the filter, cleaned and tested the 3 solenoids (5.5 ohms) and swapped the 2 pressure switches. Not sure what to try now. Any ideas?
