Default D15b7 Timing Belt Walking

Could anyone give any advice for sohc timing belt walk? I replaced the water pump, tensioner, spring and belt but when I turn the car on the belt damn near comes off it moves over so much. I tried more tensioner and it made it happen faster and then tried loose but that didn't change much.

I'd say you forgot to put the washers back onto the crank gear. It keeps the belt aligned on the gear. As can be seen below the concave portions face away from the belt. Shown in circles below.
