Default 1997 Civic wont start after resetting ECU

My wife decided to reset the ECU today on our 1997 Civic (Over 300,00 miles) by removing a 15 AMP and 7.5 fuse according to a video she found on YouTube. After letting the car sit for over 30 minutes the fuses were put back in and now the car wont start. It cranks but will not fire.
any thoughts on what could have gone wrong?

The engine will lack both spark and fuel if the 15A fuse 44 was not reinstalled into the correct slot.
