Default ECT reading 120F Cold and 134F Hot???

To complete the saga of the Snake EMU, I have replaced the P28 with one from a local company that was freshly refurbished, but now I realize that the ect is reading waaaaay off. If I remember correctly it was doing the same thing with the other P28, so that leaves a harness issue or a sensor issue. It was working when everything was first put together. I checked and have 5.0v at the sensor connection and I tried a new sensor, same thing. I unplugged it and the reading didn't change, just stuck at 120F, then I started the car, some how it ran, not well, but it did, watched it rise to 134F and get stuck there. The temp gauge operates normally and the fan switch operate normally, but the feedback to the ecu is off. I'm using Honda Tuning Suite to check these values with datalogging through the Snake EMU.
