Default 97 Accord 5-speed stalled won't start

I have 1997 2.2 vtec Honda Accord EX 5 speed with 140,000 miles on it.

Here's here's where the troubles began I noticed yesterday on my way to work I stopped at a red light and my vehicle was slightly revving up and down going from idle RPM to 1200 to 1500 RPM. (My foot was pressing the clutch pedal waiting to take off when the light turned green) after I took off the next red light I hit it wasn't doing it anymore.

This morning I noticed every time I hit the clutch pedal the tachometer gauge would drop out to zero when I'd release the clutch pedal the tachometer gauge would jump back up to the accurate RPM reading. After a few miles I started to notice my lights dimming and they got dimmer and more dim until all of a sudden my car hiccuped a few times and acted like it was losing power as if you were about to run out of gas or kind of like when you have a clogged fuel filter.

I pulled over to the side of the road and as soon as I hit the clutch pedal to shift into neutral the car stalled and will not restart I get a very slight click every so often.
Almost acted as if the alternator was shot and I was running on battery as I was slowly dropping from 12 volts.

Also I noticed this morning when I went to start the car when I depressed the clutch pedal I would hear a clicking sound like a relay

And mind you before all of this for the past month or so every time it would rain or there would be moisture outside the car wouldn't start it would click and if I turned the key fast a few times it would start I figured it was bad connection at the starter or maybe ignition switch at the time but never got around to looking into it.
