H22 swap won't run
H22a into a 91 prelude si. I rebuilt the engine with new rings, bearings, seals, clutch ect. Wireworx harness with P13 Jdm ECU. I made sure timing is on, new tps, I wired in the original 91' resistor box for the peak and hold injectors. The tach worked for a little bit at one point didn't touch wiring with it since it worked. I made sure main relay was grounded to the chassis and it clicks twice and fuel pump primes. I blew the battery fuse twice on accident. I checked the P13 ecu carefully and didn't see any damage. The 10amp fuse for the fuel pump blew when I first tried, put a 15 in there and didn't have a problem since.
The car tries to start, will start to run when die with solid check engine light. I jumped the flasher with a paper clip won't flash any codes, just solid light when the car actually starts. It will occasionally start and rev high for a second or two. I had it running but surging for about 20 minutes with saturated H22A4 USDM injectors, I bled the coolant during that time, never ran smooth. I can't get it to do that again with the H22 injectors. Any ideas I can try?

It ran so you had spark and fuel at one point. Since the light is on try any other ecu, p28, p06, try whatever you have to see if you get a solid CEL. If every ecu gives you a check engine light you probably blew an underhood fuse.
I tried a P28 today and it had the same issue. I switched back to the P13 I got it to surge for about 5 second then died with the solid check engine. The tach isn't working like it should either. Do you think the harness is getting power?

Looking at your vid clip... You aren't firing on all 4 cylinders. Check your firing order before anything else. 1-3-4-2, staring at the distributor cap its clockwise.
I hope it's that, if not the compression sounds like it's huffing, I'd look somewhere in the firing, dist, wiring, but it really sounds/looks like you placed the spark plug wires wrong.
