2005 Accord Frozen LCA Bolt

Hey guys, I'm helping a friend remove a 19mm bolt from the LCA (See attached image). We tried heat, burned the rubber, WD40/PB Blaster but the bolt just won't budge.

Any ideas on how to tackle this?

Cut it out. Bolt and bushing are junk at this point.

Hacksaw, reciprocating saw or die grinder with a cutoff wheel.
