Default 99 dx B16 ITR no Vtec

Hey guys,
my buddy gbuddy hatch dx with a obd I B16 with B16 ITR head. We can't get vtec to engage?. Any ideas. It looks like they spliced stock harness, but he has no CEL . I even plugged in wire in blue connecter under dash.

Oh it does have a tune on it. Recline a 9200rpm.

Vtec depends on a few things to operate, assuming you have the Vtec solenoid wired up to the ECU properly make sure you have OIL in the engine if there isn't enough oil pressure you won't get vtec to engage.

What ECU program are you running?

Open the parameters with a laptop and see what RPM window the vtec is set to engage,
Make sure Vtec and vtec oil preasure switch is enabled in parameters
see what the minimum throttle % vtec is set to operate, I have seen it set to 60% and people wonder why they never get vtec to operate, so even if you pass the RPM say 5500 rpm for vtec if you dont have 60% throttle vtec will never turn on! I like it set to 30%

Hi thank you for replying. Im not sure what software or ecu he running. I can find out. Vtec is wired. On engine side. I need to verify connection on ecu but I need to find out which terminal pin out it supposed be plugged to.
it is a obdI b16 ITR head but a obdII car it looks like the PO used stock harness and modified it to work with this swap
