Default H22a 5th gen misfire

Hey there, so long story short I’m stumped, I bought my 1997 prelude back in March and it had a h22a swap In it, driving it home the timing belt snapped on it, I tore it down, machined the head, checked the valves and seals and they were all good, put it back together and it runs like a dream, except that I’m getting a check engine light for misfire in cylinder 1 2 3 and 4, so my car won’t pass deq here in Oregon, and I have no clue what it could be, all the timing was tdc when I put it back together.
