Default Blown brakes 98 civic ex

I was lucky enough to have someone cut me off on a highway exit so I had to slam on my breaks and after skidding to a stop I barely had any pressure in my breaks. I later saw that the passenger side wheel cylinder had over extended and broke. So I went to replace it ended up breaking the rusty line connected to it. I got new line and bent and flared it to fit and got everything put back together. I bled the breaks and it would get pressure but when turned on the car and pressed the breaks it overextended the wheel cylinder causing it to leak brake fluid and loose pressure again. Why is that happening?

Post pictures. The brakes shoes should prevent over expansion of the wheel cylinder. Are you missing a spring or tension pin/retainer clip?

I can post pictures after I get back from work but I do have all the assembly and took it all apart and put it back together to make sure I had it right. The only other strange thing is that these last brake shoes got torn up from a bad rotor I think so I have a rotors coming and new shoes. The last ones were only replaced in about august

Could something like the propotioning valve be causing some issue in this case?
