'89 Prelude Idle issue

Default '89 Prelude Idle issue

Not the usual idle problem, something a bit different.

1989 2.0 16V PGMFi 4WS. Basic spec, no O2 sensor.

If I start the car and let it get up to temp then set the idle for about 800RPM it will stay there for as long as it sits there.
If I drive the car then come to a stop the idle stays at about 1250 RPM for a few seconds then settles back to 1000 RPM.
I believe this is normal behaviour (No 02 sensor) except I think it should settle back to the idles I set - 800RPM.
It will keep doing this for as long as I don't turn the car off. When restarting the car shortly after turning it off the idle will drop to about
500 or 600 RPM and will stay there until I drive it again where the previous behaviour happens again, 1250RPM for a few seconds dropping to about 1000RPM.

I've cleaned out the Idle Control valve and put sealant between it and the throttle body but it's still the same.

Anyone any suggestions ?

Also is there anywhere I can get the wiring diagrams for the 3rd gen. Every manual I download claims to have them but only contain block diagrams or minimal wiring info.

Why do you keep saying "no o2 sensor"? The b20a5 is supposed to have TWO o2 sensors. And without them, it will not run correctly.
