Quick question. I am replacing the inner tie rods and boots on my 95 accord. How far up does go? Is where i have it now the right location for it or does it need to go up higher? And i can anyone tell me where i can source the clamps that hold the boot onto the steering rack? I tried zip ties but they did not hold it on the passenger side.

Looks like you are in the groove.
There are left and right specific boots, verify you have the correct side boot(bellow) on the correct side.
There should be a tube that attaches to both boots. This tube balances air pressure from left to right when turning with the expanding and compressing bellows(boots). If the tube is not attached, or there isn't a provision for the tube or a vent , when the boot compresses the air pressure will build up and blow the bellows(boot) off.
